Creating an investment environment for FDI enterprises

​(News Portal – Dong Nai) - Recently, the Provincial National Assembly Delegation organized a working trip to monitor the implementation of policies and laws on investment for FDI enterprises and the situation of operations in the province's industrial zones, period 2020 - 2022.

Through supervision, the delegation noted the advantages and challenges related to attracting and managing the activities of FDI enterprises. Thereby, the delegation can find ways to remove these "bottlenecks" and improve the investment environment better. For FDI enterprises, the problems when implementing legal regulations related to investment, securities, land, environment, fire prevention and fighting… are matters that prevent businesses investing and operating in Dong Nai as well as throughout the country.

According to Mr. Nguyen Tri Phuong, Head of the Dong Nai Industrial Zones Authority, the common issue for FDI enterprises today is that a number of administrative procedures such as appraisal, acceptance of fire prevention and fighting, and environmental procedures are problems that investors and businesses are having. Specifically, many businesses believe that the new regulations on fire prevention and fighting under Decree No. 136/2020/ND-CP of the Government are "confusing" in their understanding and implementation, leaving problems regarding fire prevention and fighting that cannot be resolved immediately and the businesses are having budget problems updating their equipment to meet fire safety requirements. Therefore, businesses recommend that the Prime Minister and specialized ministries consider quickly removing these obstacles, creating favorable conditions for implementing appraisal work, fire protection construction, acceptance and putting the project into operation.

Through monitoring the implementation of investment policies and laws for FDI enterprises, in general, the operational situation of industrial parks in the province's industrial zones is basically stabilized. However, the Provincial People's Committee needs to increase advocating of legal education on the field of FDI, business activities, environmental protection regulations, employee rights... openly, allowing businesses to have confidence in local authorities. In addition to creating favorable conditions for businesses to develop, contributing to increasing state budget revenue and creating jobs for workers, it is necessary for businesses to understand and strictly enforce the provisions of Vietnamese law, ensuring investment criteria, contributing to promoting sustainable socio-economic development.
