Industrial Structure for the period 2016 – 2020: Scaling up hi-tech industry, increasing added value

​​Prioritize to develop spearhead and major industries

 For the 2011 – 2015 term, even though the spearhead industries were considered the key factor and belonged to the provincial priority field which needs reconstructing, the result turned out not as good as expected. By the end of 2015, there were only five enterprises in hi-tech industry, contributing 1% of the provincial total industrial production; therefore, making no motivation for the industry to be developed and restructured.

 Beside the spearhead industries, the key industries (electricity-electronic, mechanical, chemical industries) also set the mission to 2020 to raise the production proportion to 15 – 23.5% of the provincial whole industrial development (5% increased from 2015). There are two industries that have their production proportion decreased slight – Food manufacturing (2%) and Textile - Footwear (from nearly 26% in 2015 to 14 – 15% at current). Those two fields have the advantage in their material and labor sources; however, the restructuring will only focus on developing in depth instead of scale.

About the restructuring by locations, Dong Nai set the mission to raise the industrial development proportion in condition lacking localities (Tan Phu, Dinh Quan, Cam My, Thong Nhat…) to 7 – 10% more (from 7% in 2015). Meanwhile, there shall not be remarkably restructuring by fields. FDI industries still hold the high proportion and are considered the forces to motivate the industrial restructuring to hi-tech industry with higher added values and maintain the stable development.
 
Synchronous Solutions

To complete the missions set, the solutions of investment environment, policies of attraction, planning and planning management, science technologies to serve the restructuring, markets, labor force shall be improved and renewed synchronously. Specifically:

About the investment environment, the province shall increase their CPI (Competitive index); improve Government Performance Management orientating to facilitate the investors and enterprises; reduce administration transaction time, promote online public services level 3 and 4 to save time and cost for both sides; openly and transparently publish all the investment and planning procedures, making an equal investment environment among enterprises.

In Industrial Investment and investment attraction, conditional investment attraction shall be implemented instead of mass investment, provincial priority industries shall be collectively invested, especially hi-tech and supporting industries, which require less labor force and are environmentally friendly. Promoting provincial investment, potential and strength to the big and potential investments.

In planning, all the approved industrial cluster, supporting industrial sectors and zones infrastructure completion shall be accelerated; specialized industries planning shall be ratified, evaluated and readjusted annually; Southern key economic regions cooperation and development shall be promoted to establish the material supplying area to serve food industries.

Despite being considered stable, the provincial industry market is still the primary concern in the economic restructuring term 2016 2020. Accordingly, in order for the enterprises to enlarge their export markets, finding big, potential and stable markets, Dong Nai province shall cooperate with the Central departments and business groups to promote business and commercial activities. For domestic markets, enterprises shall cooperate with distributors, shopping malls and markets inside and outside the province to join hand in supplying and consuming product with stability and durability.

With all of those specific targets and synchronous solutions, the provincial industrial structure term 2016 – 2020 shall make positive and oriented transformations.
