Establishing the central area of ​​Bien Hoa City

According to the approved decision, the administrative-cultural-commercial center of Bien Hoa City has an area of ​​about 86.9 hectares in subdivision A5 located in 2 Wards of Thong Nhat and Trung Dung. This is a newly built administrative, cultural, commercial, service and residential center in the urban center of Bien Hoa City. The planning area will also be organized with a variety of public works, services, houses, open spaces, green trees, water surfaces, etc. play the key role in the architectural and landscape space of Bien Hoa City.

Regarding the planning objective, the Provincial People's Committee determined to form the central axis and the area on both sides of the axis of Bien Hoa City with modern space, sustainable development, meeting the requirements of economic and social development of the city. In particular, the central axis of Bien Hoa City is also clearly defined as the connecting axis from the provincial square through Thong Nhat Bridge to Hiep Hoa Island. Therefore, the Provincial People's Committee requires that when making planning, it is necessary to evaluate the overall scope of the entire road, the proposed plan for functional zoning and spatial organization must be synchronously, throughout the whole route and related to the organizational plan on both sides of the central axis of Hiep Hoa Island.

Mr. Huynh Tan Loc, Vice Chairman of Bien Hoa City People's Committee, said that for the project of the central arterial road of Bien Hoa City, the section from Vo Thi Sau Street to Dang Van Tron Street, the city is currently waiting for the opinion of the Government in implementing the conversion of rice land in the project area to carry out the site clearance. Regarding the progress of the project to build the central axis road in Bien Hoa City, the Provincial People's Committee has also asked the Provincial Construction Investment Project Management Board to speed up the implementation of work related to investment procedures so that the construction can be started. During the process of preparing the project file for the central axis road project of Bien Hoa City, the Provincial Construction Investment Project Management Board separated the Thong Nhat Bridge item in the project into a separate bidding package to organize the construction bidding first. As expected, the Thong Nhat Bridge will be started construction in the early 2022.

For the remaining part of the central axis of Bien Hoa City from the intersection of Vuon Mit to Vo Thi Sau Street, the People's Committee of the Province has also assigned the People's Committee of Bien Hoa City to coordinate with relevant units to make the Pre-feasibility study report. In which, the Provincial People's Committee also assigned the People's Committee of Bien Hoa City and related units to consider and exploit the land fund on both sides of the route to create capital and decorate the city.

The Bien Hoa City Public Administration Center under construction will be an architectural highlight for the central area of Bien Hoa urban area in the future.

Solving the "problem" of urban without landmark

In 2016, Bien Hoa City was recognized as a city grade I by the Prime Minister. However, after more than 5 years of becoming a city grade I, the architectural imprint of Bien Hoa urban area is still quite faint compared to its age and potential. The blur in architecture, urban landmarks make it very difficult for residents and visitors to find their own characteristics or determine which is the center of Bien Hoa urban area.

Architect Ly Thanh Phuong, Chairman of the Provincial Association of Architects, said that modern urban areas all have central roads and must develop the central area. Particularly, Bien Hoa City currently does not have a central road and where the central area is, it is difficult to determine. “If anyone else comes to ask where the center of Bien Hoa City is, it is difficult to point out. A city must have a central area to have a true urban character "- architect Ly Thanh Phuong shared.

Therefore, the early "realization" of the planning of the administrative, cultural and commercial center of Bien Hoa City will establish a central area to create a "personality" for Bien Hoa urban area.

In particular, architect Ly Thanh Phuong said that the project of the complete central axis road of Bien Hoa city from the intersection of Vuon Mit to Dang Van Tran Street needs to be urgently invested in construction. Because, this route, in addition to connecting the center of Bien Hoa with the "future green city", is Hiep Hoa Island, also plays the role of combining with the Provincial Square area to create a "true square" for the Bien Hoa City urban. “Currently, Bien Hoa is a city grade I, but it doesn't have a square commensurate with the city's position. Therefore, according to the planning to combine the central road of the city with the Provincial Square area, it will create a square area commensurate with the size of Bien Hoa urban area "- architect Ly Thanh Phuong added.
